    Flex Spending, Health Savings & Wellness Accounts

    The County of Summit offers several tax-advantaged spending and savings accounts to help you manage your healthcare and dependent care expenses. These accounts allow you to set aside pre-tax dollars to pay for eligible expenses, helping you save money throughout the year. The Flexible Spending Account (FSA), Dependent Care Flexible Spending Account (DCFSA), Health Savings Account (HSA), and Health Reimbursement Account (HRA) programs are all administered by TASC.


    Flexible Spending & Health Reimbursement (Wellness Rewards) Accounts

    The County of Summit offers employees a Flexible Spending Account (FSA) program administered by TASC. Contributions are deducted from your paycheck on a pre-tax basis to pay for eligible out-of-pocket medical, dental, and dependent care expenses.

    When you participate in the County of Summit’s wellness program, you earn wellness dollars that are deposited into a Health Reimbursement Account (HRA) by the County of Summit. These funds can be used for eligible medical expenses during your employment.

    Employees enrolled in the Health Care FSA or HRA are issued a TASC debit card to pay for eligible expenses directly. Claims may also be submitted through the TASC portal or mobile app.

    Employees enrolled in the Dependent Care FSA (DCFSA) must pay for services first and then submit a reimbursement request, as funds are only available after they have been deducted from your paycheck and deposited into your account.

    Health Savings Account (HSA)

    The Maximum Value Plan includes access to a Health Savings Account (HSA), a personal savings account that allows you to pay for qualified medical expenses with pre-tax dollars. You own and control the account, and unused funds roll over from year to year.

    Triple Tax Advantage

    Contributions go in tax-free, funds grow tax-free, and withdrawals for qualified medical expenses are never taxed. HSA funds can be used for qualified medical expenses for you, your spouse, and your dependents.

    How the HSA is Funded

    Both you and the County can contribute to your HSA:

    • Your pre-tax payroll contributions
    • Employer contributions
    • Wellness dollars earned through the County's wellness program

    2026 Contribution Limits

    • Single Coverage: $4,400
    • Family Coverage: $8,750
    • Age 55 or older: Additional $1,000 catch-up contribution allowed

    2027 Contribution Limits

    • Single Coverage: TBD
    • Family Coverage: TBD
    • Age 55 or older: Additional $1,000 catch-up contribution allowed

    *Please note that employer contributions and wellness earnings count toward the annual contribution limit.

    HSA Eligibility

    You are eligible to open and fund an HSA if you:

    • Are enrolled in an HSA-eligible HDHP
    • Are not covered by another non-high deductible health plan, such as a spouse's health plan, Health Care FSA, or HRA
    • Cannot be claimed as a dependent on someone else's tax return
    • Are not enrolled in Medicare
    • Have not received Veterans Administration benefits
